The State of Oaxaca has high rates of poverty and they are due to the low income generated by households and the inequity in their distribution. In the analysis carried out by the World Bank on poverty in the State of Oaxaca, it states that persistent poverty is due to the fact that the population with fewer resources does not have the conditions to develop their income-generating capacities, including human capital and capital. physical to invest in the development of economic activity and that, furthermore, the environmental conditions do not generate productive opportunities for the use of existing capacities. From this derives the proposal to redirect efforts towards investments in skills and opportunities in the poorest areas.
